Service-Now ticket integration v0.2

A few bugs have been discovered in the first release of the Service-Now ticket integration script, which was bound to happen, so this should patch out most of those issues.

The biggest change in this patch is to the storm watch feature, if the host or total ticket threshold is crossed then it will begin suppressing alerts until things calm down, instead of just suppressing until it was out of the problem time period. This resulted in unwanted “bursty” behaviour where it was only suppressing about 1/3rd of the total volume instead of the intended majority of it.

There were also some small inconsequential improvements to thing like logging so that some of the messages were more useful.
